It is my opinion, but Prince Albert piercing looks much better on circumcised penis.
Foreskin creates some problems. First of them is, that piercing must be made to the side of frenulum. Which looks uneven. Frenulum is full of blood vessels and nerve endings, at that creates healing problems. It is best if frenulum is completely removed before PA piercing. Then piercing could be centered without problem.
Second problem is foreskin itself that keeps PA ring and piercing hole itself in humid and dirty condition.
And third, it just looks weird.
I waited until I was circumcised properly, and after plenty of healing time (1,5y) I did my PA myself. Exactly in the center. And there was no worries with healing. No swelling nor any infection. Only thing I did wrong, is that I bought a wrong jewellry for initial piercing, and that created a lot of discomfort when it moved to wrong position. I wouldn't give any recommendations about initial jewellry here. It would be a too much to describe here, off topic, and it is only my personal opinion.
